The NBA's Phoenix Suns and Utah Jazz recently reached deals to be be aired on local broadcast networks run by Gray and Sinclair, respectively.
"The reality is that the issue people keep talking about is the rights fees.
But the rights fees aren't necessarily the question," said Berke.
